PERM Permanent Electronic Records Management (PERM) is commonly known as labor certification. In simple terms it is a US labour market test. It is required to support applications for EB-2 and EB-3 green card applications. PERM is done by the employer.

Types of PERM in the USA
- The ordinary process requires standard recruitment to prove absence of suitable candidates in the US.
- Special handling applies to university professors.
- List A applies for physiotherapists, registered nurses, and individuals with extraordinary abilities.
Application process includes a petition to the US Department of Labor, audit of the employer, verification of the applicant and their qualifications, their compensation, terms of the contract.
PERM process requires specific knowledge and involvement of an immigration lawyer.
